Ever since day one the new OS has been available in 190 countries, but the wave-like fashion of the process has meant that certain devices will get the update sooner than others. The source states that a large number of devices were added to last week's wave, hence the growing install count.
Meanwhile, a new cumulative update has been rolled out, bringing "improvements to enhance the functionality of Windows 10". The build number is 3081438 and the update weighs in at 180MB for 32-bit systems and twice as much for 64-bit ones. Due to its cumulative nature, however, only the bits that you haven't installed with previous fixes will be downloaded.
